Jessica Zeff 

Founder and Lead Consultant

With more than 20 years of experience in healthcare compliance, privacy, and regulatory operations, I’ve built my career helping healthcare organizations navigate complex regulations while strengthening the quality, integrity, and effectiveness of the services they provide.

 

And truthfully? I love compliance.

 

I love the challenge of interpreting evolving regulations, solving complex problems, and helping organizations build practical, sustainable compliance solutions that work in the real world.

 

Throughout my career, I’ve worked across hospitals, managed care, behavioral health, home health, hospice, health technology, and healthcare software organizations. My experience spans HIPAA and privacy, Medicare and Medicaid compliance, interoperability, investigations, audits, accreditation readiness, regulatory remediation, and compliance program development.

 

I am also deeply involved in the healthcare leadership and compliance community. I serve on the Board of the American College of Healthcare Executives Pittsburgh Chapter, hold a leadership role with the Healthcare Businesswomen’s Association, and actively support women in healthcare leadership initiatives throughout the region. I am involved with the Health Care Compliance Association as both a speaker and member of the organizing committee for the HCCA Pittsburgh Regional Conference.

I founded Simply Compliance because I believe compliance does not have to feel overwhelming, adversarial, or impossible to manage. Regulations are complex but with the right strategy, collaboration, and guidance, compliance can become practical, approachable, and integrated into everyday operations.

 

My goal is not simply to help organizations “check a box,” but to help them build stronger, more effective, and more resilient healthcare operations while bringing clarity and confidence to the compliance process.

At the heart of it all is the belief that compliance should support better care, stronger organizations, and healthier communities — not stand in the way of them.

Background

I began my career in London, leading the training department for a large health system. In that role, I saw how education and systems could directly improve patient safety, quality of care, and staff confidence. It showed me the importance of building strong foundations—policies, processes, and training—that help providers do their jobs effectively and compliantly.

 

From there, I moved into regulation with the Care Quality Commission, England’s national healthcare regulator, much like CMS or The Joint Commission in the U.S. It was there that I realized I could make a real impact on quality and safety without being on the front line of patient care. While direct care wasn’t for me, strengthening systems and oversight was—and it allowed me to support providers and patients at scale.

 

When I transitioned back to the U.S., I joined Highmark, where I focused on compliance in Medicaid and Medicare. Working closely with federal and state agencies, I managed compliance and privacy obligations for programs serving vulnerable populations. That experience deepened my understanding of how complex regulations play out in practice—and how often there is a disconnect between what policymakers require and what healthcare organizations can realistically deliver.

 

Bridging that gap became my passion. Throughout my career, I’ve focused on helping organizations translate regulatory language into practical, operational solutions that protect patients, meet obligations, and strengthen the business itself. I believe compliance is dynamic, not one-size-fits-all. It’s about risk management, risk tolerance, and finding solutions that fit each organization’s size, resources, and goals.

 

Rather than seeing compliance as a burden, I see it as an opportunity for innovation, efficiency, and quality improvement. That belief is what drives Simply Compliance today—and the work I do with my clients today.
